Interdistrict Attendance (Transfer) Permits

The Vallecitos Elementary School District welcomes requests for interdistrict attendance in accordance with California Education Code sections 46600–46600.2 and Board Policy 5117.

An interdistrict attendance permit allows a student who resides in another California school district to request enrollment in the Vallecitos Elementary School District, or for a Vallecitos resident to request enrollment in another school district. Approval of an interdistrict transfer requires the approval of both the district of residence and the district of desired attendance, unless otherwise provided by law.

Because Vallecitos is a small, single-school district, all requests are carefully reviewed based on available space, staffing, programs, and the District's ability to meet the educational needs of both resident and transfer students.

Timeline for Applications

The District begins accepting interdistrict transfer requests for the upcoming school year on the First Monday in July of the new school year.

Applications received more than 15 calendar days before the first day of school will be processed as soon as possible, but no later than 14 calendar days after the start of the school year.

Applications received 15 calendar days or fewer before the first day of school will receive a final decision within 30 calendar days of receipt.

Reasons a Transfer May Be Approved

The Superintendent/Principal or designee may approve an interdistrict attendance permit for reasons permitted by law and Board Policy, including but not limited to:

  • Child care needs
  • Special mental or physical health needs
  • Keeping siblings together
  • Completion of a school year following a family move
  • Completion of a grade span
  • Anticipated move into the District
  • Temporary residence outside the District
  • Recommendation by a School Attendance Review Board (SARB) or child welfare agency
  • Participation in an educational program not offered by the district of residence
  • Personal or social adjustment needs
  • Other reasons authorized by Board Policy or California law

Priority consideration shall be provided to students who qualify under California law, including victims of bullying and children of active-duty military families.

Reasons a Transfer May Be Denied

Initial interdistrict transfer requests may be denied for reasons including, but not limited to:

  • Limited district resources
  • Lack of available space at the requested grade level
  • Program capacity
  • Other lawful, non-arbitrary reasons consistent with Board Policy and California law

Existing Interdistrict Attendance Permits

Once approved, an interdistrict attendance permit generally remains in effect without requiring annual reapplication unless otherwise specified in the interdistrict attendance agreement.

Existing interdistrict attendance permits may be revoked or rescinded in accordance with Education Code section 46600.2, Board Policy 5117, Administrative Regulation 5117, and the terms of the applicable interdistrict attendance agreement. Circumstances that may result in revocation or rescission include, but are not limited to:

  • The student no longer meets the eligibility requirements or conditions under which the permit was approved.
  • False, misleading, or incomplete information was provided during the application process.
  • The basis for the transfer no longer exists.
  • Failure to comply with the conditions of the approved permit or applicable District policies.
  • Violation of the terms of the interdistrict attendance agreement.
  • Other reasons authorized by Board Policy or California law.

The District will provide written notice of any revocation or rescission, including applicable appeal rights as required by law.

Appeals

If an interdistrict transfer request is denied, parents/guardians will receive written notification explaining the decision and any appeal rights available under California Education Code.
